You cannot "merge" .pst files in the sense that you are actually merging them, but you can import one .pst into another. To do this, follow these easy steps:
1) Open Microsoft Outlook
2) Click on File
3) Click on "Import and Export"
4) Select "Import from another program or file"
5) Select "Personal folder file (.pst)"
6) Browse to the location where you have the pst
7) Click "open"
8 ) Click "Finish"
It may take some time for you old/backup .pst to be imported, depending on how large the file is.

There's an easy manual trick you can try to merge multiple PST files into a single file. It requires no 3rd party software or any other cost. You just need to use Microsoft Outlook client, that's it. Microsoft Outlook has an Import feature which can help you import data from multiple PST files into a single file.
